  • Economic Development
    • Infrastructure State Revolving Fund (ISRF) Loan Program
      Operated by the California Infrastructure and Economic Development Bank, this program provides low-cost financing to public agencies for a wide variety of infrastructure and public improvements.
    • Industrial Development Revenue Bond Financing Program
      Operated by the California Infrastructure and Economic Development Bank, this program issues industrial development bonds for manufacturing companies, 501(c)(3) bonds for non-profit organizations, exempt facility bonds, and other types of revenue bonds.
    • California Small Business Loan Guarantee Program
      Operated by the Business, Transportation & Housing Agency, this program provides Financial Development Corporations throughout the state to provide a lender with the necessary security, in the form of a guarantee, for the lender to approve a loan or line of credit it might normally disapprove, thereby enabling a small business borrower to qualify for a loan.
    • Replace Underground Storage Tanks (RUST)
      Operated by the California Technology, Trade and Commerce Agency, this program provides low-cost funding to replace underground storage tanks.
    • California Community Economic Revitalization Team (CERT)
      Operated by the California Resources Agency, this program provides links to Federal and State programs that offer grants and loans.

    • California Energy Commission
      Provides energy-related financing programs, technical assistance, and energy-reduction informational resources to local jurisdictions and private entities.
  • Environmental
    • Recycling Market Development Zone (RMDZ) Program
      Operated by the California Integrated Waste Management Board, this program provides direct financing to businesses using post-consumer or secondary waste materials to manufacture new products, or undertaking projects to reduce waste resulting from the manufacture of a product.
    • California Pollution Control Financing Authority (CPCFA)
      Operated by the California State Treasurer's Office, this authority provides loan portfolio insurance enabling small business to qualify for bank financing for acquisition of land, construction or renovation of buildings, the purchase of equipment, other capital projects and working capital.
    • Small Business Pollution Control Tax-Exempt Bond Financing Program
      Operated by the California Pollution Control Financing Authority, this program provides loans to creditworthy small businesses for the acquisition, construction, or installation of qualified pollution control, waste disposal, and resource recovery facilities in California.
    • Innovative Clean Air Technologies (ICAT) Program
      Helps technology innovators to nurture and further develop their clean air solutions by providing co-funding and guidance through the critical pilot, prototype, and demonstration stages of product development funded projects support ARB's goal by promoting new technologies that will not only give us cleaner air, but may also lead to new industries in California.
    • Department of Water Resources
      Provides funding in the form of loans and grants to local public agencies for water conservation and other water-related projects.
  • Health Facilities
    • California Health Facilities Financing Authority (CHFFA)
      Operated by the State Treasurer's Office, this Authority provides financial assistance to both public and non-profit healthcare providers in California through loans funded by the issuance of tax-exempt bonds.
    • Cal-Mortgage Loan Insurance Program
      Operated by the Office of Statewide Health Planning Department, this program provides loan insurance for health facilities in order to stimulate the flow of capital into health facilities construction, improvement, expansion, acquisition, and refinancing to foster and meet the need for new, expanded, and modernized public and non-profit health facilities.
    • Department of Health Services
      Through the Primary and Rural Health Care Systems Branch, this Department offers a wide variety of programs, including the Rural Health Services Development Program, designed to improve and make more accessible comprehensive primary and preventive health care services and other public health services for at-risk persons, including the medically uninsured or indigent, and those who would otherwise have either limited or no access to services due to cultural or language barriers.

    • California Infrastructure and Economic Development Bank (I-Bank)
      The I-Bank was created in 1994 to promote economic revitalization, enable future development, and encourage a healthy climate for jobs in California. The I-Bank has broad authority to issue tax-exempt and taxable revenue bonds, provide financing to public agencies, provide credit enhancements, acquire or lease facilities, and leverage State and Federal funds.

      This Department offers several loans for the development of marinas, expansion and/or improvement of boating and ancillary facilities available to the public, and for construction of new small craft harbors or expansion of existing berthing facilities.
  • Public Schools
    • Office of Public School Construction
      Operated by the Department of General Services, this Office provides links to various programs and services relating to school construction and maintenance.
    • Deferred Maintenance Program
      The State School Deferred Maintenance Program provides State-matching funds, on a dollar-for-dollar basis, to assist school districts with expenditures for major repair or replacement of existing school building components. Funds are also provided for emergency hardship projects where the work must be completed within one year.
    • State Relocatable Classroom Program
      The State Relocatable Classroom Program is designed to meet the needs of districts impacted by excessive growth or unforeseen classroom emergencies. The State Allocation Board allocates funds for the acquisition, installation and relocation of safe relocatable classroom facilities.

    • Drinking Water State Revolving Fund Program
      Operated by the California Department of Health Services, this program provides funding for water related projects including, but not limited to: replacing aging infrastructure, land acquisition, consolidation of a public water system, and planning and designing a drinking water project.
    • State Water Resources Control Board
      The State Water Resources Control Board's Division of Financial Assistance (DFA) administers the implementation of financial assistance programs, which include loan and grant funding for construction of municipal sewage and water recycling facilities, remediation for underground storage tank releases, watershed protection projects, nonpoint source pollution control projects, etc. DFA also administers the Office of Water Recycling and the Operator Certification Program.

      This Department provides funding in the forms of loans and grants to local public agencies for water conservation and other water-related projects.
